User is unblocked because its out of limits to ban with such proofs. I myself sometimes have been using skills before reach the opponent and I can understand him. The fact he was caught previously with AP is not enough to consider that he is doing it again. We must have some principles and wait for the right moment and proof and since I can't have said it better like this friend of Taghief who used to report for lag abuse and taghieff was the video producer which words make sense and can be accepted since we accept such proofs for bans this days:

Since Taghieff has not access to join forum,but with his permission ive shared the video with you guys to make situation clear.I dont know,why hes doing it but hes not doing it everytime,[3 time].Maybe that guy came unfortunaly and kills him in a second and he decided to change skills to take him into reflection and kill faster as soon as possible.If you will focus on the second duel score [5-7] he was invisible and just even less than a second killed him easily.Video has been taken in a Big Screen,when Taghieff see him,hes cursor clicking on him and he start to change skill.It calls [getting ready to combing,before that pvp starts and not being late].Well,by the way it is another case but if you want to discuss about it,i can tell him to make video for next time to show his task manager fully to make sure about his cleanity.
