Sometimes you are using something that is making your net speed slower.
use CCleaner, to clean ..Download HERE!!

if you want, i would send you my own antilag patch,..with combo effect enable (only removing combo files in skill folder)

internet connection is low, download patch anti lag.

close any programs that taking bandwidth such as: Skype,ICQ,etc.,stop any downloads/uploads you're doing
does it happening on a specific character or you get DC on everyone?
