Does this happen very often or only once?

After the restart did it happen again?

Because sometimes it can happen like this to everyone,it happened to me as well,it's not always caused by something specific running on your pc. If it's very common issue,update the thread.

Have you tried to disable the firewall first? I've encounterd this once too, try to run as administrator and update.
 
it's probably because of your PC/Notebook.Could you share with us your PC System Information?

unfortunaly,your pc is not able to play MMOPG games.Either try to reinstall Windows,or update it just once.Same problem had happen before also by me,i've formated my pc and everything runned clear.
