RESi always warns the players by gameserver before he reboots, you never saw it because reboot doesn't occur everytime someone gets disconnected.People get disconnected mostly because of their connection/PC problems and the huge lags they may have when using NPCs next to many people.
Just know that server reboots once/twice in 2 months or less so imagine that most of the times you get disconnected for the reasons i mentioned above and sometimes there can be attacks or player's action to shut the server down (rarely).
