what happen to my mantle of monarch???

I just buy mantle of monarch FO to the webshop. and i put +28 dmg on it. and when I try to plus it on the chaos machine it can't be put on the machine. WHAT THE???

Can I refund my credits? please help me. It coz me alot. I grand reset for it

And why is it that i put an additional damage on it but it appears +7%hp auto recovery
