MU is an old game poorly configured for newer hardwares so chances are your specs even though they are great, they are not good enough optimized for this mmorpg.
Btw the fps cap is 23, can you tell me when fps drops happen and how much they drop down from 23?
It happens on certain skills or items or ?
A short vid would help out.

I having 1080 Ti and 8700K . I using GEFORCE EXPERIENCE download it and install driver . it will appear infinitymu on Home. Hope that help.

I run the game with low fps in general i guess.. But i see people playing the game super smoothly even when its crowded.

AMD cards are designed for work applications such as huge architecture softwares even tho many of us using AMD video card and playing games without problems. NVIDIA are the best for games. Especially old games like MU won't be smoother like NVIDIA. I can ssay the same for newer games too.

If you are using laptop for games then you can't expect smoothness. Desktop PC is the solution.

Some different settings on your AMD "global settings" might work for you. Try various settings. Off / On some of the settings and test the game again.

Did you tried adding leatrix fix?

You will probably have slight change on the fps but not drastic changes.

Use the auto detect tool to get latest version driver for 100%:

I got AMD Ryzen CPU. My video card is NVIDIA GTX 1070ti .. I have done all the steps written above and i still got low fps . Meh

As i said, season 3 is locked down to 23 fps. Install fraps and see how many fps it shows you. Or any other program that shows how many fps u have in games.
More than 23 u can't have...only in higher seasons where fps limit is increased.
Try to set effect limitation to +5 and see if it runs smoother. Shoult at least be more stable in terms of fps fluctuation.

Try this one : https://www.razer.com/cortex/boost

It's free. Anyway higher than 23 its not possible for now. I will work for solution in future to increase to 60-70 I think it's possible. Some functions on the game process must be recoded and will take time.

Some is very optimistic of you to say :D
Possible yes but we both know all the projects on this failed or are left unfinished because it's time consuming.
It would be something extraordinary to acomplish but only few ppl would aknowledge such thing. Everythibg is possible but even of it sounds great and awesome it would not be worth the time.
You do enjoy taking up impossible tasks and struggle hard to make everything work but this...this is just too much work and a lot of sleepless nights. It means rewriting the game completely. We could as well make a new game :D
I'm still planning things even though i am away :>
