What bitversion is his windows? What GFX? How much ram? What processor? Any viruses? Faulty Windows installation?
Tell him to try to use Compatibility Mode(Right-Click the MU launcher,press Properties,then choose Compatibility,tick "Run this program in compatibility mode for: Windows XP (Service Pack 3) and tick Run this program as an administrator,if that doesn't help,let him undo the settings and answer the question I gave earlier in this holy post.

DEP could trigger this, so execute this and see whether it will fix his issues. It resolved the issues for Tauri, and now he can play the game fine.

Processor - AMD Athlon (tm) 64X2 Dual Core Processor 4200+ ( 2 CPUs) ~2.2GHz
Memory - 2048MB RAM
Page File - 1271 used , 2311MB available
DirectX Vers. - DirectX11
ATI Radeon X1200
DAC Type Internal DAC ( 400MHz)
Total Memory 895MB
Disp Mode 1440 x 900 ( 32bit ) (60Hz)
my problem is like i dunno when i connect i lag liek a hell something like that i mean it works well with no problems for 1 sec and for another 5sec it lags completly lag ..and again and again same .. i dunno what to do /say .. i never had this problem with XP,Vista. it's the 2nd time when i try to play mu with Win7 and i have the same problem i was trying before and i had the ame probl so i passed to Xp again but the PC work much more better with Win7 so i wont uninstall it again .. anyone knows where's the problem?

Install latest graphic drivers.
Yer using Ultimate version of 7,disable Aero when yer going to play. The graphics card drivers aren't the factor here,it's the graphics card itself,it isn't any good,as my research told me,it is below low-end graphics cards(well,if they mean low end like 5200fx low end(my old computer) then yeah,it sucks. 
Did it work properly on XP? There are 2 ways how you can play MU,get a better GFX or install XP,cuz 7 is too much hazzle for yer graphics card.
