Lag in voting

Вообщем проблема состоит в том что мне не всегда приходят кредиты за голосование(12часов проходит с момента последнего,если не больше) не давно голосовал в 3 часа ночи(+12часов) итого в 15:00+- 30 мин,зашел точно во время попробывал проголосовать все ввел правильно написало мне что вы успешно проголосовали,но кредиты не пришли,и так через раз,Акк если надо отпишу в личку тут не хочу палиться

As you said the other man might be voting with his account in that hour. Vote system counts per IP address. If your IP Address and his IP Address is the same then this is the reason why you cannot get rewarded every 12 hours. Try changing your IP. Call your provider to change your IP Address, but in case you both are using same WiFi connection or network the IP will be always the same on both computers.

To decide really if the other person is having the same IP address like yours you can ask him what IP is he seeing on this site: www.showip.net and you do the same.

No, we have different IP address (Each time a computer reboots when changing 5 times then you can change the IP again go) We are not connected via Wi-Fi and a VPN (if it is what it says)
