I like the idea but there should be fresh start for everyone who has old ban of bs history in game , when this idea is accepted and will be executed in future .. everyones ban score should be 0 when update is released so ppl know what is coming when they get caught with cheats .
This will only discriminate the players who have been cheating/ban and might stop playing and clean their self, i still do believe in changes with in them.
Don't forget we have the option of donation to unban account and it also requested to pass the program/cheats to G.M team.
Unless you'll wait the remaining days of the ban. Or permanent ban/HWID ban.
Its better If you see something is suspicious/cheating its free to record them and submit it to GM's and let them do what they do best and Not just by judging on the past.

In my opinion it won´t be discrimination, why is that? Beacuse discrimination is for when you threat a person different because of what they are, not something that they did, of course if you see something out of place like cheating in this case your behavior will be different. Why is that? It's because that person lost your respect or your trust in them like every one does in life. But this is another subject, i think we all here believe in change, somehow we do, some of us can be surely more enthusiastic and other more sceptic, but i think we all have a little spark of faith inside all of us.
With all the stated above maybe the best way to keep this idea for everyone, it can be adjusted to recent bans (1-2-3-4-5 or even 6 months who knows, maybe that can be a vote) or we can definitely start from 0 like a new begining. But i think this way from now on those people that use cheating programs (Macro/Hacks/etc...) should be "exposed" because that way it is possible that they think twice before using them and also know the consecuences of their actions. I do believe in people here and should be a nice option to decide who you are going to do friendly pvp's as well, don´t you think? People loses against other people and start to think that they are not good enough when it turns out that the other player had an advantage ahead of you.
Before players we are humans and the support we show to each other is what makes this server better over the time.
PD: I think also the real bans that should count are the ones from directly use of Cheats Bans, not Simulating or other types of bans, just the ones that have real prove of cheats use.
Reset ban count to 0 is good, while keeping old record in forums of course. Everyone deserves a second chance, This might be a better second chance to prove that you're not a cheater anymore. Why fear if you are clean or have change? Why be afraid if you're not gonna cheat anymore? If players think that this suggestion will ruin the game, is as tho you're saying IMU is surviving on cheats/hacks and players cannot play this game without them. At least now you get a chance to prove that you've change for the better.
I feel that on a positive side it can really help redeem themselves as a cheater/hacker. It's like rehabilitation
I think this suggestion is useless, about discrimination, there wont be none whatsoever, everybody knows the hackers users in-game and they still play freely and have their fun, nobody cares about cheaters nowadays, plus most of these cheaters have multiple accounts, so nobody is gonna keep up their ban accounts, good luck with ur suggestion either way, its fun seeing them change name and saying they don’t play lol

Not wrong but nor so true, I care about cheaters, i hate and disrespect them. Discrimination or not comes from each person's own controllable active behavior towards the behavior of others. Additionally, this tool would only help them have more information to execute the decision that does not mean you have to discriminate against the one who got a bad record immediately. A player that had 1-time ban on the record can be lenient, cuz a fault confessed is half redressed, but it is totally different with those who got 2 times or more, and even if they play with bad behavour while got multiple times bans already. Choosing to play unfairly to take advantage of others against the rule, also show bad bahaviour, therefore deserve to get punishment ppl should know and remember that.

Donations can be made in other ways with a better purpose than when fraud is discovered. Thatis my first opinion. Secondly, I know that i can record to ban cheater, but likeI said this tool is an addition section which provide information to help me whether I should meke the record or not, cuz it is still take time mate, and time is precious. Moreover, prevention is better than cure.

OK.. i gave up. Went little AFK then closed the game.
In the next days that guy got Game Play check and then 31 days ban.
I wasn't happy back then.. as i am not happy these days since the dude it's back again with the same pvp style. But ... at least now i know i have to avoid this dude or if i play against him.. I have to gather a minimum other 3/4 players . ( players that told me they don't wanna come to pvp vs macrositos .... )
This ..a real story. It's just one of the reason that this option should be implemented for the sake of not getting the feels of being pawned by those umpa lumpas.

Changing names wont run out of the bans record cuz the superior can check their HWID, or something like that.

According to @RESiSTANT the suggestion is pretty hard to make, we dont keep records of every account in database for ban history. we can only see it in our panel and here in forum.
I don't see the use of having this function anyway, you guys wouldn't be able to see what the player was banned for, your just going to see the number. if you find a player suspicious just report him, we have the tools to find out information about him.
