Because he was already banned once for lag abuse.

He's ticket will go from 31 days to permanent.

The ban is lifted. He took his punishment for more than a month banned for AP use which was the actual reason for this ban. Second ban wasn't necessary. It was senseless to ban him permanently because he did not abuse AP second time. If he abused lag that cannot be proven too because the facts were based on video. We can check lag abuse by IP (specific location) too rather than video which is most likely normal gameplay like everyone from Latin America or Asia with bad ping.
