Or try to open first the MU server only, dont open with pz if you have.
and re install it the MU server Apps.

@Topic: Yes there's a possibility that your antivirus is blocking the game BUT its not the only possible reason, you might as well try to check if your net framework or redistributeable packages on your OS are updated. If you dont know what im talking about simply update your windows via windows update.
