I think that isn't possible because if he change one he changes ALL (= a lot more of these complaints). And if it is possible maybe it may be moved 1-2 hours earlier.

/Renamed. /Moved. /Closed. They already said that it's not possible right now, many times. Because another country will be at a disadvantage if they do that then. And I guess it's based on a GMT time, I don't know if GMT (5:00 pm) or GMT+3 from Bulgaria (8:00 pm) and there every country will have his own hour that can be advantageous or disadvantageous.
