Right click main.exe>properties>compatibility
check the box in front of Disable display scaling on high DPI settings
let me know if it has any effects

Clue ?
Just a suggestion man, go back @ Windows 7 with 64-bit. Cause you said that it work fine when it was on Windows 7 & 8.

In theory, if you already installed all the drivers and updates of the window correctly, you should not have that problem, have you tried reinstalling the game?

PS: you have good components in your pc, congrats

go to nvidia control panel > manage 3d settings> set Vertical sync to OFF

and my bad, in win10 at right click>proprerties>compatibility>override high DPI scalling behavior, check it and then set the application to perform the scaling.

roll back your graphic drivers and mouse drivers then reupdate them
if that won't help either then it's an OS problem.
i am running windows 10 as well on a gaming config, nvidia gpu and etc. so most likely it's a problem from your OS...

P.S.: you can add me on skype : abys_l2
and install teamviewer, i can try to have a look if you want.

Later edit :

Disable Cortana...

And tell me if you use a Logitech mouse.
