here i have 1 problem my credit card is not expired but this noob site tell me is expired wy?

maybe you have just double clicked the continue link so thats why the site reloads 2x.
coz the info said " you have activated your paypal account ". its either already in use or banned from their bank accounts inventory.

note : Just my opinion,coz it happens to me last time when i tried to link my credit card to paypal. but after all.works fine.
