IVCam/Droidcam not working..

Hello does anyone know what is the problem of my laptop?
Yes, I both connect my phone and laptop to the same Wifi connection. But I still don't get it why i can't use such app.

What the main issue is ( error codes.)
NO screens or vids of providing more decent info

When I press start this dialog appears

I've tried using droidcam with a different laptop but the same wifi connection and phone and it's working. I think the problem here is with the laptop im using now and i don't have any idea what might be the problem.

I've also tried IVCam still doesn't works.
