Launcher.exe not even start

Hi, my launcher.exe won't even start... i double click Launcher.exe and the mouse cursor is loading for 3 seconds and after that nothing happens...
Windows 10. i5 - 11400F, Nvidia GTX 1030.

1. I updated with autoupdater.exe
2. i have installed latest Video drivers
3. i have installed Net framework 4.8
4. i have installed redistributable pack visual c++ 2010 (from download section)
5. i have disabled my firewall totally
6. i run "run as administrator"
7. i configured DEP
8. my windows is up to date (Pro lincese)
9. i have NO antivirus installed

If its under the c drive run it as admin. (Right click run as admin)
If that isnt working check windows defender it always provide issues.
Or fresh install

1. I tried run as admin
2. windows defender is shut off
3. reinstalled mu 3-4 times

Check your task manager if have launcer end in task and again try enter launcher

i've found launcher, it is "suspended" and "not allowed" don't know why... what i have to do?)

Okay try mouse right click you must doing allowed launcher
If can this i think will work and you ll enter game
