Your SS seems like you're having some rendering issue, I can't see any texts on your screen, so probably the problem is there. I have to ask, beside the missing texts and labels, does your client functional fine? (So items are clickable, Esc opens menu, ...)
I have another theory, so I have to ask you again, did you edited the client's config file called vcorp.ini? With wrong settings it can cause font rendering problem, so better to revert the settings to default [by running AutoUpdate.exe in your client's root folder].
Lastly maybe possible that the required fonts are not installed in your PC, so better to check them. Open Fonts under your Control Panel, and search for the following fonts: Gulim, Arial
In the settings by default the client uses Gulim font, but if it's not available it should to use Arial as a fallback option. In an original Windows installation Arial should to be installed by default, so there shouldn't be any problem with font with default settings. I think this is the least possible reason, however better not to miss to check this one too.
P.S. Don't forget that you should to always use graphics drivers from your GPU's or PC's manufacture as they provide the required components for 3D games/applications.
