what if the designer of forum will add a SEARCH BAR for USERS who aren't online ? because if you want to talk to with someone who is offline and currently he/she is off , so i came out with a SEARCH BAR for USERS so that easy to find and can help others ..

The Question is How ?
I dont have knowledge or experience that
it is available For a Vbulletin Forum.
i never heard of the Module or Plug in for Vbulletin.
Because if you want to search for a friend.

Then Add him /her as a FRIEND.
then even he or she is offline you can still search for him/ her

Just to inform you, we had a chat window similar to facebook where in you can find everyone online. But sadly it has been recoded as of now. Hopefully in the near future it will be fixed =)
