Looks like some problem in Registry or some malwares on your system.

I recommend you to download some Registry Cleaners like Ccleaner.
It could help you to fix your problem by cleaning the registry. After that, download the Malwarebytes and perform a clean scan on your system/PC if the malwarebytes scanned some threats/malwares then remove it. or you can also use your antivirus to perform scan on your system.

This is not a licensed software problem or something vital to your system,this is probably a downloaded software that is now obsolete and needs to be deleted,since it cannot run properly. Like Kaneki suggested,run a Ccleaner on your computer and aim to delete the entire folder and all of it's extensions

Yes System Restore is always a good idea,but I do not think it's necessary for a situation like this.This is just a software,probably malware that needs to be deleted and cleaned up like Kaneki suggested.With the Ccleaner try to aim to delete the folder and the file and if you see any others related to it
